Background
Naomi Waters has an undergraduate degree in sociology, a master's in organizational behavior, and three years of experience in nonprofit fundraising and community development before she encountered the thing that reorganized her understanding of what organizations are for. She was thirty, running a community wellness initiative in a neighborhood that had been systematically neglected for forty years, when a contact led her to a support group that operated out of a church basement she had never noticed. The group was focused on what its facilitator described as spiritual trauma recovery. Naomi attended as a professional observer. She went back the following week as something else.
She does not explain what she heard in that basement to people she does not trust. What she says to people she does trust (the inner circle of the Congregation she now runs) is that she was told the truth for the first time, and the truth was this: the world is in the process of being opened, and the opening is not a disaster but a completion, and the things that come through are not enemies but the next layer of what has always been there, and the people who understand this in advance will be, in some sense she chooses not to specify precisely, better positioned.
She built the Congregation from the twenty-six members of that original basement group. It is now a network of approximately four hundred people across three cities, organized in cells that communicate through her, with an inner circle of eleven who know what they are actually part of. She is an exceptional organizer, a skilled facilitator, and a genuinely persuasive speaker in the specific frequency that reaches people who are in pain and are looking for a framework that makes the pain meaningful.
She has Corruption 8. She knows this, in the sense that she has felt the thresholds and tracked the changes. She does not regard it as damage. She regards it as initiation.

No Faction Passive in the standard sense. Naomi Waters operates as the administrative head of a cult network rather than a factional operative. She has access to the Congregation's resources (approximately four hundred members, three facilities, a fundraising operation with legitimate nonprofit cover, and the Opened Hand's patronage relationship with the Hollow-Mouthed) as scene-level resources rather than a mechanical passive. The GM determines what the Congregation can provide in a given scene; Naomi can request and direct these resources.
Patron Relationship: Naomi's connection to the Hollow-Mouthed (Chapter Fifteen) provides her with entity-sourced information that functions like a version of The Older Version passive, but sourced from an entity rather than an institution. Once per session, she may draw on this connection to access a specific piece of Hollow-specific intelligence that no faction archive holds. The cost is accumulated across her Corruption track; she is at 8.
Talents
Faithful Anchor (Signature Ability): Naomi's genuine belief gives her a psychological stability that is mechanically distinct from ordinary composure. She is immune to Bane dice from sources that rely on existential doubt or spiritual disorientation; she has no such doubt. However, this same certainty makes her immune to the specific check type that would allow a character to reach her through doubt. She cannot be reasoned out of the Congregation's framework through argument alone; only a direct encounter with something that contradicts her patron's assurances would create the opening.
Cult Administrator (Signature Ability): Naomi can organize, brief, and deploy her inner circle of eleven as a coordinated asset in a scene. When she has access to at least three Congregation members, she may direct a coordinated action that functions as a group check: the three highest relevant skill ratings contribute to a single pool. This represents the Congregation's trained cell structure acting on Naomi's direction.
Mask Maintenance (Signature Ability): Naomi's public face is that of a compassionate community organizer. In any scene where she is interacting with someone who does not know what the Congregation is, she may add one Boon die to all Deception and Charisma checks. Her genuine belief makes the performance seamless; she is not performing, exactly, which is why it is so convincing.
Whisper Back (Signature Ability, Chapter Fifteen): Naomi can receive information from the Hollow-Mouthed passively, impressions, warnings, directions, without performing a formal ritual. This functions as an Average Willpower check (automatic success at Corruption 7+). The information is accurate within the limits of what the entity knows, which is considerable, and is delivered in the Hollow-Mouthed's specific idiom: true statements arranged to produce the impression the entity wants Naomi to have.

- Long coat — dark wool; she wears it when she wants to signal composure; it always signals composure

- Phone — ordinary model; her Congregation communications are through a separate, older device she carries in a coat pocket
- Key — a specific key on a chain worn at the neck; it opens something she does not discuss; the chain is simple and forgettable
GM Notes
Run Naomi as the human face of the season's antagonist, the layer between the players and the Hollow-Mouthed. Her danger is precisely that she reads as ordinary: a community organizer who genuinely cares about the people in her orbit, whose belief carries no performance in it at all.
The note that matters most: she is sincere, not insane, and not a theatrical villain. She built a real framework around a real phenomenon, shaped it to serve the Hollow-Mouthed's interests, and believes completely that she is helping the people she recruits. That sincerity makes her harder to dismiss than a conventional villain, and harder to defeat.
Corruption 8 puts her one serious event from 9, where Sanctity stops mattering because she is already past it. Depending on pacing, that threshold crossing can be a season's climax or a mid-season escalation.
Populate her inner circle of eleven as real people with real reasons for staying. Some are in too deep to leave. Others could still walk away, and have simply chosen not to.
Whisper Back is worth remembering at the table: everything the Hollow-Mouthed tells her is true, and none of it is complete.
You came in expecting a con, and I understand that, I do, because I would have expected one too, before. But the food bank is real, the recovery meetings are real, the people we help stay helped, and the prayers, and I am using that word carefully, get answered in ways you can put in a spreadsheet.
